Having tried to complie festival from tar, I too ran into numerous issues
which I think (having not spent much time investigating) are related to the
new C++ ABI in the 3.2+ compiler. I can, however, build the src.rpm cleanly.

As you point out this is a known issue. The include files can be easily
installed by building ImageMagick from source (tar) or built from src.rpm
and;
- mkdir /usr/include/X11/magick/magick
- cp /usr/src/redhat/BUILD/ImageMagick-5.4.7/magick/*.h
/usr/include/X11/magick/magick
-- simple huh?
