I think those buttons would be a good start.  However, Within the vector
files, I'd like to see them be expandable menus rather than toggles which
would allow us to choose layers within the vector maps to be toggled
on or off.

Later, we could add a preference pane for these various layers that would
allow the user to modify the stacking order.  If we code this right, it
should be possible to reuse the toggle code as a foundation for the
stacking order code.

Just a thought towards really solving the full problem.
