I, for one, would vote for having only the current development release 
visible
via the web.  Any old releases should remain visible via CVS, and a link 
should
be placed on the web page to a page that contains instructions for getting
older development releases from CVS.  That page should also contain a list
of the releases available in such a way that the user can easily discern
what they need to feed the CVS command.
