[Xastir-Dev] Thoughts on converting config to XML

I've been thinking about the pros and cons of converting Xastir's
unique configuration file format to XML.

The pros include the availability of tools to correctly edit and parse
the file.  The cons include dependence on libraries for editing and
parsing the file.

I think it's a net positive value overall.  What do the rest of you
think?
