[Xastir-Dev] Version number

Hey guys,

What with the new bootstrap.sh (and for some of us the associated
upgrade of autoconf & automake), all of which improves the cygwin
usability, I move we go for a more "major" version number increase real
soon.

What with the introduction of xastir to the Windows world - I think it's
time we saw 1.2.0

What say?
