Exactly what is installed in /opt/local/* on your system that
configure needs to find?  I'd like to do only what's necessary to
the script.

Nope.  I have the Shapelib stuff installed to
/usr/local/[bin|lib|include] on this Linux box, and configure finds
it just fine.  Please check that part again and verify that
configure is finding Shapelib ok on your system without any special
tweaks.
