[Xastir-Dev] New tag in geo files

Hi, 
    Just a quick hint of things coming.  I checked in a patch to add a
"REFRESH" tag to geo files.  The argument is seconds.  This is for
dynamic URLs like weather radars.  Coming soon is a really cool
addition specifically for radars... TRANSPARENCIES!!!!!

I am open to discussion if it should be in the map properties instead,
but I cannot think of any maps [without a geo file] that would need an
auto refresh... is it worth cluttering the properties?
