Umm, whatever way you've done it in the past. :-)  I thought you had
handled this somehow earlier.  I guess not.

Here's an alternative -- don't populate the /usr/local/xastir tree,
populate the ~/.xastir tree, and have the test for creation happen in
xastir, with the chmod that is required.
