[Xastir-dev] lcms now part of Cygwin

Hello,

Here is an update for the README.win32

Today I saw that lcms (version 1.13-1) is now included as package in 
Cygwin. It installs the library and headerfiles. This means that lcms can 
be added to the packages that need to be installed and no longer need to be 
compiled from a tar-ball. The C++ compiler stuff that was needed to compile 
the lcms package may no longer be needed too.
