Yes, in fact all versions of Cygwin have used /dev/ttyS0 for quite some time now (at least 4 years).

This really doesn't mean anything since setup.exe is simply an installation utility. You probably intended to include your Cygwin1.dll version number (latest is 1.5.9-1, as of yesterday).
