The answer is in the README.win32 but it's to a different problem.
Removing the space after the -h is definitely not needed, and perhaps
the -lc/-lcygnus thing should be reported as a bug.  If I weren't in
an all-fired rush to get this going, I'd consider writing a patch and
sending it to Frank.

Other than that, I've got everything built (save Festival) that I'd
want to build.  Need I do anything special to enable geocoder support?
