As I recall there's a once per 30-second or once-per-two-minutes
check to see if there are any new weather alerts based on a global
variable getting set.  If there are, the screen gets refreshed,
probably starting with the already-drawn map pixmap, then drawing
alerts, then symbols/tracks on top, then copying it to the display.
