[Xastir-dev] Risky Business: Try out the new wx alert code

The new code is available from the anon CVS server now.  Give it a
shot.  I suspect there are bugs, so the earlier we find/fix them,
the better.

You might keep a similarly-compiled older xastir executable around
as well in order to compare the two CPU-wise.  I'd like to hear
reports as to how much better the new code is when 100's of weather
alerts are received.
