[Xastir-dev] WMS Server Code (new)

I committed some new code yesterday that adds initial support for
WMS servers (web map servers).  Once it is complete it'll be very
nice.

You can get a feel for it using the new WMSRadar.geo file, but be
aware that the scaling is not correct yet for these types of images
in Xastir.  That issue is still being worked out.  At the present
time don't put any stock in the exact positioning of any WMS map
plotted by Xastir.
