I found this link however so it looks like javAPRS has code in there
to use it:

I won't say what others should do, but Xastir shouldn't distribute
code which is able to use Expedia maps.  You're of course free to
modify the code to do whatever you wish, but that modified code
should not make it back into the main distribution.  My opinion.

Find a map server that serves the area of interest and allows us to
snag their maps via its license and we'd be more than happy to add
that into the base distribution.
