How about this- The first transition from linear to binned and from
binned to linear, pop up a dialog explaining the change. The box would
appear when the map is drawn (it is 'selecting' that requires an
extension to make a decision), i.e, the first redraw after Apply or OK
is pressed.

The dialog would have an OK button to dismiss it and a check-box for
"don't warn me again'.
The "don't warn me again setting" would be a saved configuration. We
may want to still include a status indicator so that we can get a
quick answer to the zoom style when others report problems.

Note that I was not proposing to change the way zoom boxes or direct
scale entry works, only the event driven zoom changes from buttons.
