I'm in the middle of more changes to the weather alert code in order to get the French alerts working.  I just about have Arnaud's patch integrated into the codebase the way I like.  It'll provide greater flexibility later as we integrate weather alerts from more countries.  Not to mention it actually simplified that section of code over what we were using before.  Thanks Arnaud!

I also have to tweak my weather alerts test file as it doesn't work properly with the current generation of weather alert code.  Most of the alerts in it are of the old format which we don't decode anymore.

So...  Bug me again after these things are fixed and I'll see about putting out another stable release.  I agree it's about time.
