[Xastir-dev] More fun with Cygwin - automake complaint

I haven't edited that part of the file yet but the changes to Cygwin since
the last pass means that you can launch xastir direct from the start
menu..all you have to do is create one file.

Having Xastir pop up in a near-native window on Windows instead of having to
have a whole virtual machine is quite handy.
