[Xastir] Lat/Long to/from UTM conversion bug fixed

Hi,

The Lat/Long to/from UTM conversion bug has been fixed.  The functions
used were being passed incorrectly formated information that caused them
to use the wrong ellipsoid.

Fixed in CVS as of 2002/08/14 15:49:49 (Zulu).
