[Xastir] Cygwin/Xastir NoDecodeDelegateForThisImageFormat

I get this error, pretty sure its imagemagick, not sure how to fix it
though, obviously it prevents my xpm from loading.

xastir: NoDecodeDelegateForThisImageFormat
(/usr/local/share/xastir/maps/custom/mty.xpm)

I also get this:

convert logo: image.png
convert: UnableToAccessConfigureFile (/home/dsmith/.magick/delegates.mgk)
[No such file or directory].


The latter seems to fix itself if I change EXPORT_HOME to
/home/dsmith/ImageMagick-5.5.7
