[Xastir] cygwin permissions problem

Hello everyone,  I have installed Cygwin with not a problem, donwloaded
xastir via cvs and installed it with not problem.  When I go to run xastir
from /usr/local/bin/ I get denied due to permisisons.  I tried 644 and 777
but get the same problem.  I did completely shutdown cygwin after the xastir
compile process.  I am clearly doing something wrong.  Has anyone run into
this and what did they do to clear it up?
