[Xastir] New configure.ac script

I'll try it at the office... if I ever get to my office... this 
afternoon.  I'll try it at home if I can ever recover proj, and the 
other helper libs from a hard disk failure (but I may get lucky... ).

That'll cover RH 7.3 and 8.0.
