That's a confirm. Use the RH 8 RPMs to upgrade 7.3 and things go fine.

I helped K7YE install Redhat 8's autoconf and automake RPMs into his 7.3
box. 

Deleted the xastir soruce directory

Re-"cvs'd" things using the commands on the sourceforge site

then 

./bootstrap.sh
./configure
make
make install-strip

Works great!

My earlier experience with 7.1 is where I had to go and get
autoconf/automake from source.

No word on festival - neither of us using it here.
