Yea, in this case I have a pretty good idea what would need to be
done, and it isn't that easy.  A lot of things depend on the
rectangular shape of our screen, and -180/+180 longitude being at
the map edges.

If we had a central function that all drawing routines went through,
we could easily put in a shim there to intercept and draw things
differently.  Unfortunately we don't have that organization.
Perhaps we should strive to reorganize the code in that fashion as
we're making other changes.

If we were to do that, then we could specify any longitude setting
as the center of the screen.  While we're at it, we should try to do
the same for latitude.  It wouldn't be hard to do either/both of
these translations then.
