The OGR subsystem of GDAL seems to support it which means at minimum you
can translate to other vector formats, but it might make more sense to
support OGR than to support MapInfo directly. 

Oh, and GDAL supports ChartKit (BSB) files (for reading) as of a few
months ago, incidentally.
