[Xastir] What's needed for teraserver maps?

I've got image majick working... Tiger maps work fine.

Can't pull up tera maps.  Once, when I tried to pull up a topo map of a pretty
large area, it pulled one square (one tile).  I do have shapelib installed, and
when I try to load a teramap, I make sure to turn off all other maps (a sanity
check for transpearancy in the shapelib and tiger type maps.

What'd I do wrong this time?
