[Xastir] interrupting a map redraw?

If it were only so easy...  NMI's.  Been a while since I've dealt at
that level, but it's a lot of fun!

I haven't heard too many reports yet about the new code, but it's
working pretty well for me.  I'm anxious to hear from others on
this.

I managed to ask X11 to check for further input just before checking
for the map draw interrupt flag, so I didn't have to do the one or
two second wait (for further keyboard/mouse input) before starting
a map redraw.

I initially had checks in the inner loops of some of the routines,
like geotiff/shapefile/geo routines, but took them out because they
slowed things down too much for normal operation.

Right now the checks for a map draw interrupt occur (mostly) between
each map file load.
