[Xastir] More broken code in CVS

I tried to update today.  My current working Xastir was built 7-1

I got this fatal compiling error
util.c: In function `time_from_aprsstring':
util.c:785: `_timezone' undeclared (first use in this function)
util.c:785: (Each undeclared identifier is reported only once for each
function it appears in)

I run Solaris 8 - Sparc hardware.
