Smoke and mirrors.
I don't recall that we did anything in particular with regard to
speeding up Shapefiles. Oh wait, there was a tweak having to do
with rivers/streams and only showing the smaller ones at the
close-in zoom levels. That might have been it.
The other map improvements have mostly been w.r.t. interrupting the
current map draw with more commands, like pan/zoom/Map Disable. Try
zoom-in/zoom-in/zoom-in/zoom-out quickly and the maps should draw
once. If you wait longer between keystrokes, it should write to the
screen whatever it managed to get drawn before the map interrupt.
