[Xastir] Redhat 9.0 compile problems

I've never been happy with an RPM install of ImageMagick.  I still 
recommend a tarball install.  Just works after that, for me.  With, of 
course, the occasional caveat about how ImageMagick mangles stuff 
without warning or testing for compatibility...
