[Xastir] Okay, so it only transmits when the GPS interface is started?

What about overriding all of this if the station is set a Fixed Station
(in the "Configure Defaults" dialog). In that case, just send the posits
(as configured for the station) regardless of the GPS. (Or maybe it
already does?)
