[Xastir] Weather alert shapes and Tiger maps.

The onlin tigermaps are a spherical projection; the NWS shapefiles are
unprojected lat/lon. We don't support a spherical reprojection via
xastir at this time, more's the pity (THAT'S NOT A FEATUER REQUEST),
because, among other things, it's a less than common projection format,
proj4 isn't doing the reprojection and gdal isn't up to speed for us
yet. I know it's all on the list, but even as one of the resident
geodesists (are there others on here?) I'm not concerned.
It's "just a hobby" (sm, copyleft).
