No.  Those are probably TigerLine raw files from census.gov.

We have the same kind of data (from the same source!) available to us
in a much better format.  See the Tiger information in the README.1ST
file for where to download them.  I just updated the README.1ST a few
minutes ago as to what layers are what, so it should be easier to
decide what to download now.  I'm downloading another county's worth
of data from the ESRI site right now.

Note:  This is a separate format from the Tigermap server images, but
those are also derived from the census.gov data.
