[Xastir] cvs notes w/cygwin

Something I noticed that isn't in the readme.win32

When making the ".cvsrc" file to be able to do cvs updates you need to make 
the file in unix format or it won't work.

When I first installed everything using cvs I made the ".cvsrc" file from 
windows notepad and it saved it as a "dos format" file.  cvs didn't want to 
do updates... All I would get was "invalid option"

I deleted the "dos format" file and recreated it using vi and all is well.
