You can't.  Typically that's a weather station that you set up
yourself on a different computer, then you can connect Xastir to it
to get the weather data.

I've been lucky here that a couple of people allowed me access to
their networked weather stations in order to write/test the code.  I
typically don't try to connect to them again after I'm done with
debugging.
