[Xastir] "Add new maps" broken?

Consider this bug verified.  I see the problem even when the
timestamp has been tweaked via "touch".  I also see this in the
console I started Xastir from:


    File 'LF' could not be read


Where the 'LF' is a very small one-character symbol.  Looks like a
problem in manipulating files.
