[Xastir] USGS DRG files no longer free..

And in lies the problem for the Ohio and Kentucky government sites. They
provide the *.tif file ONLY. I guess the trick now is building the .fgd
file. Once I/someone figures that out we should be able to script it.

I noticed that the listgeo output from the two 'working' tif files is
SUBSTANTIALLY more than what is available from the failing tif files. The
failing tif files have basically nothing more than north/south/west/east
coordinates in their output.
