You need the X11 development headers.  Usually they'll be called
x11-devel or similar?

Those are the *.h text files that tell the compiler how to use the
libraries.  Without those, you can't compile _new_ programs that use
the libraries, but you can run pre-compiled programs that use the
libraries.
