[Xastir] RH 9 configure: error: *** Cannot find X11 libraries: Please Install X-Windows ***

libtiff/libgeotif were both installed and in sequence?

Made sure the libs' paths were in /etc/ld.so.conf?

Reran ldconfig after step 2?

Just thinking out loud.  It's been a while since I had to do those 
steps, although they're likely to happen again soon: I'm thinking "new 
computer"...
