Yes.  There's a tigr2shp.dbfawk file on Tom Russo's site.  Snag that
and put it in your /usr/local/share/xastir/config directory.  It
will then get used for all shapefiles that match the correct
signature.

Tom's site is listed in the README.MAPS file.
