Try using the "/dev/ttyS3" port instead, so see if that makes a
difference.  Linux and Cygwin ports are numbered like this:

    /dev/ttyS0  (com1)
    /dev/ttyS1  (com2)
    /dev/ttyS2  (com3)
    /dev/ttyS3  (com4)
    ...
