[Xastir] Map Pointer Wiki Page

I just converted data from the EPA that specifies the US state boundaries to
EPSG:4326 for use with Xastir.  I added a link to it on the Wiki page for
anyone who might be interested.  It's just the boundaries - no names.  Many
thanks to the people behind GDAL, since ogr2ogr has a fine collection of SRS
definitions, and the one used by the EPA was in there.
