[Xastir] compiling on SuSE 9.1

At least on Fedora Core, shapelib from RPM works if both shapelib and 
the -devel package are installed.  I'd expect SuSE to be the same but 
I've not confirmed yet.  I've a copy of 9.1Pro to play with now, though.
