Well, I did some reading, tested festival's command-line interface, then
(as root) started festival_server.
I started up xastir 1.3.3 again, and since my desktop is the only other
station within miles right now, I configured speech for 'new station'
alerts. What's the relationship between 'audio alerts' and 'speech'? I
turned the new station event on in both places.

Very shortly thereafter, it crashed again. this time in my xterm I see:

sh: Line 1: vplay: command not found
Caught Segfault! Xastir will terminate
Last incoming line was:
Port0:KC8LJC-10>BEACON,WIDE,WIDE2-2,qAR,KC8LJC: (etc)

...and then a few seconds later, a mechanical voice told me "New station
KC8LJC-10"
