Yup, that's it.  It appears it matters were I put the tarball to  install...  
I put it in /usr/src  whereas the cvs is in ~/home/user/xastir.
I guess I could mess with the path to have it work from /usr/src
I moved the tarball to ~/home/user  and it works fine.
