[Xastir] GNIS Labels ?

I have thrown together a perl script to convert the new GNIS files to a 
format that Xastir doesn't choke on.  This is a stopgap measure to hold 
us until the developers catch up with the new format.

I have also placed a copy of the converted Xastir-ready files out there 
if you don't want to mess with the conversion yourself.
