[Xastir] Interface Problem

Where do you enter  `chmod 4555 /usr/local/bin/xastir`?  Do you just do a cd
~/src/xastir and then type the line or must this be written into one of the
files?

I get the map to come up okay in the xastir program but when I go to start
the TNC I get "Interface 0 HARD FAIL" message.  I may have a CVSROOT
problem; how do you establish CVSROOT from the bash window commands?.  I am
still putting humpty dumpty back together again.  Even though I have the
bash window and xastir program up now, I still cannot do an update. I am
reloading packages as I go to get at this one.

Make sure you did a `chmod 4555 /usr/local/bin/xastir`

Xastir needs root permissions to open the port. After it opens it, 
xastir will drop back down to user permissions, for security.
