[Xastir] Cygwin Compile w/ Shapefile Support

Actually I did do that correction for compiling Shapelib.  Shapelib compiles
and lib_install works fine.  Any other ideas?

Nope, he just wasn't following the instructions for getting Shapelib
compiled/installed on Cygwin properly.  The "-lcygwin" change is in
there:  Latest README.win32 file.  Available from www.xastir.org web
page.
