[Xastir] Are Tigermaps offline?

Several weeks ago I downloaded xastir 1.2.1 and could not get tigermaps 
to show up. I recall that I downgraded to xastir 1.2.0 and things 
worked fine. Today I fired up xastir and found that the Tigermaps again 
were not working. I upgraded to xastir 1.3.0 and still have no 
Tigermaps. There also does not seem to be a way to turn the Tigermaps 
on and off other than deselecting all of the Tigermap features.

I am running RedHat9 on a 2GHz P4 laptop.

Any suggestions?
