You must be running a fairly recent version.  Later than 1.2.0 I
think.  Can't remember exactly when it was added.

Station->Filter Display
    -> Display Weather Info
    -> - Display Wind Barb


If those options don't appear in your menus, upgrade to a newer
Xastir.
